Bids are hereby invited for the Training of Twenty (20) Municipal Officials on Certificate: Municipal Finance Management

(Qualification Id: 48965), NQF Level 6. The minimum specifications are detailed in the Bid document.

Completed bid documents are to be placed in a sealed envelope endorsed "TRAINING OF TWENTY (20) MUNICIPAL OFFICIALS ON CERTIFICATE: MUNICIPAL FINANCE MANAGEMENT ( QUALIFICATION ID: 48965) NQF LEVEL 6: BID No. 8/2/448/2024-2025C – AMATHOLE DISTRICT MUNICIPALITY" must be deposited in the Bid Box, at the offices of the Amathole District Municipality, Ground Floor, 15 Rees Street, Quigney, East London, 5201, not later than 11h00 on Tuesday, 22 April 2025 at which time the bids will be opened in public.

 

Bidders to note that a Functionality assessment will be undertaken.  The Functionality assessment criteria and points are as follows:

 

Experience                              -                             30 points

Expertise                                 -                             40 points

Methodology                           -                               30 points

Total                                      -                              100 points

 

A minimum score of 70 points out 100 in total in the technical evaluation criteria must be scored in order to proceed to the Financial Evaluation

 

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT (PPPFA) POINTS WILL BE AWARDED AS FOLLOWS:

BIDDERS SHALL TAKE NOTE OF THE FOLLOWING BID CONDITIONS:

 

[a]           The Amathole District Municipality Supply Chain Management Policy will apply;

[b]           The Amathole District Municipality does not bind itself to accept the highest point scorer or any other quotation and reserves the right to accept the whole or part of the quotation;

[c]            Bids which are late, incomplete, unsigned or submitted by facsimile or electronically, will not be accepted.

[d]           Price(s) quoted must be valid for at least ninety (90) days from date of your offer.

[e]           Price(s) quoted must be firm and must specify whether inclusive of VAT (if a VAT vendor).

[f]            For all transactions your tax reference number/pin at SARS must be furnished.

[g]           Successful bidders will be required to register as a supplier/service provider on the National Treasury’s Central Supplier Database, if not already registered.
