[PUBLIC NOTICE] MUNICIPAL FINANCIAL RECOVERY SERVICE NOTICE TO INVITE PUBLIC COMMENTS ON THE DRAFT REVIEWED AND AMENDED FINANCIAL RECOVERY PLAN FOR AMATHOLE DISTRICT MUNICIPALITY

NATIONAL TREASURY: MUNICIPAL FINANCIAL RECOVERY SERVICE
NOTICE TO INVITE PUBLIC COMMENTS ON THE DRAFT REVIEWED AND AMENDED FINANCIAL RECOVERY PLAN FOR AMATHOLE DISTRICT MUNICIPALITY REQUIRED IN TERMS OF SECTION 141(3)(C)(ii) OF THE MFMA.

The Eastern Cape Provincial Executive resolved to intervene in the Amathole District Municipality in accordance with the requirements of section 139(5)(a) of the Constitution of the Republic of South Africa, 1996, read with section 143 of the Local Government: Municipal Finance Management Act, 2003 (Act No. 56 of 2003) to respond to a financial crisis and persistent failures in the provision of essential services in the Municipality.

The MEC for Finance has since requested the amendment and review of the existing FRP. The reviewed and amended FRP is envisaged to enhance its effectiveness in addressing the municipality's financial crisis and persistent service delivery failures within its jurisdiction.

This notice, therefore, serves to invite the public, including the local community, in terms of section 141(3)(c)(ii) of the MFMA, to submit written comments in respect of the draft FRP within 14 days from the date of the publication.

Copies of the draft FRP, including the implementation plan, are available at the municipal offices during office hours from 08:00 until 16:00.

The draft reviewed and amended FRP, and the implementation plan is also published on the municipal website: http://www.amathole.gov.za.

Any person or organisation wishing to comment on the draft reviewed and amended FRP is requested to lodge comments in writing within 14 days from the date of publication by–
