FOR IMMEDIATE RELEASE
ADM TO HOST A TWO DAY WATER INDABA
ADM HEADQUARTERS, TUESDAY, 07 NOVEMBER 2023

DID YOU KNOW ??

Among ADM’s responsibilities are the operation and maintenance of dams, boreholes, treatment facilities and
pump stations currently consisting of 30 Water treatment works; 15 Wastewater treatment works; 286
Operational boreholes; 6 River abstractions; 145 water pump stations; 55 sewer pump stations; 17 dams; 1
264 reservoirs; over 7000 km of pipeline; 35 000 domestic meters.

FACT!

The current replacement cost of ADM’s Water Services Infrastructure is approximately R6.2 billion.
An estimated amount of R3.8 billion is required to address all outstanding water and sanitation backlogs.
Approximately R3.3 billion is required to eradicate the water backlogs and R500k to ensure that all residents
have access to proper sanitation facilities. The current grant allocation is R608m and it would therefore take
more than six years to fully eradicate all water and sanitation backlogs.
There is currently a shortfall of over R100m per annum to adequately fund operations and maintenance. As
a result, a maintenance backlog has also developed.

IMPACT OF INADEQUATE FUNDING

Currently, ADM has an inadequate operational budget to operate and maintain this infrastructure effectively.
This results in frequent breakdowns and slow turn-around times to repair broken infrastructure.
In hosting the Indaba , the hope is to find usable tangible means that will help close the gap between
available resources, the growing infrastructure needs as well as precise water services development plan that
includes its infrastructure maintenance and source investigation to gain confidence from its consumers whilst
also promoting a sustainable financial recovery process through effective/ efficient revenue collection.

On 31 October 2023, Amathole District Municipality (ADM) held a hybrid council meeting at Mbhashe Local Municipality Chambers to note and approve various institutional reports as tabled by both the Executive Mayor Anele Ntsangani and Council Speaker Onke Mgunculu.
As part of his opening remarks, Speaker Mgunculu welcomed Nkosi Khayalethu Mqalo after swearing him in as a member of council as he replaces Nkosi Xabiso Zulu.
Mgunculu announced the approaching Initiation Season starting on the 3rd of November 2023, sharing that the state of readiness report has been presented to the province by the district during a recent Initiation Summit convened by COGTA MEC.
"We are hopeful and working hard to ensure that just as it was during the winter season, no life will be lost during this period, and this can only be achieved if we work together with our communities" he shared.
However according to Mgunculu the initiation process will be open for those who are not in school, and those who are in school will undergo the practice when they are done with their exams.
Mgunculu expressed that the Municipal Demarcation Board conducted a Demarcation program wherein ADM alongside its Local Municipalities had to defend the district's Wards from being removed under its durisdiction as an act of Municipal boundaries.
"This is an ongoing program as we want to ensure that we fulfill our strategic objectives "-he said.
Council pronounced on the December shutdown period that ADM offices will close from the 18th December 2023 and reopen on the 3rd January 2024. This means the last day of work is the 14th of December since President Ramaphosa declared the 15th as a public holiday in celebration of the Springboks World Cup Victory. However during the shutdown period essential services employees will be on standby to ensure ADM communities are serviced.
