ADM WELCOMES NDHS APPOINTMENT OF SERVICE PROVIDERS FOR CONSTRUCTION OF TEMPORARY RESIDENTIAL UNITS FOR RECENT DISASTER VICTIMS

Following severe weather conditions that left numerous households homeless between December 2024 and January 2025, the Amathole District Municipality (ADM), jointly with the National Department of Human Settlements (NDHS), have completed the verification of the district’s disaster report.
To support the construction of Temporary Residential Units (TRUs) in the affected municipalities, ADM will host NDHS for their official introduction of appointed service providers.
According to NDHS, a total of 217 TRUs will be built in Mbhashe Local Municipality, while eight (8) units will be constructed in Amahlathi Local Municipality. Additional contractors for other impacted areas within the district will be announced once NDHS completes its internal processes.
The introduction of the appointed will take place as follows:

Amathole District Municipality (ADM) Executive Mayor, Cllr Anele Ntsangani, will officially hand over five (5) new Tractor-Loader-Backhoes (TLBs), valued at R6,286,648.37 (including VAT), to five local municipalities. This acquisition marks a significant milestone for the municipality, enhancing its ability to deliver services, particularly in water and sanitation. The TLBs will be instrumental in responding to pipe bursts and other emergencies. The new equipment will strengthen ADM's rapid response capabilities in service delivery across the municipalities of Mnquma, Ngqushwa, Amahlathi, Raymond Mhlaba, and Great Kei. It is important to note that Mbhashe Municipality has already been supplied with a TLB, which leaves these five municipalities to benefit from the latest delivery. Additionally, the TLBs are fully licensed, insured, and equipped with fuel cards, ensuring they are ready for immediate deployment. A key advantage of this acquisition is the reduction in the need to hire external equipment, which will support the municipality's Financial Recovery Plan, leading to long-term cost savings and improved financial sustainability. ADM COUNCIL WELCOMES AG REPORT FOR 2023-2024 FISCAL YEAR

Amathole District Municipality convened a Special Council Meeting on Friday, 31 January 2025, at the Calgary Conference Centre. Key in the agenda were reports brought forward by the Executive Mayor Cllr Anelle Ntsangani that were up for approval and noting. Among them was the presentation by the South African Auditor General on the institution’s audit opinion.
According to the AG there has been a culture shift from the officials within the institution that has led to a vast improvement in the audit opinion from disclaimer to qualified opinion.
The latest Auditor-General (AG) report has acknowledged the significant strides and culture shift made by the Amathole District Municipality (ADM) in improving its audit outcomes which has led to a vast improvement in the audit opinion from disclaimer to qualified opinion.
After six consecutive years of receiving a disclaimer and non-submission of financial statements, according to AG, the district has demonstrated notable progress, particularly over the past two years by moving from a disclaimer to a qualified audit opinion.
The Auditor-General's report highlighted the municipality's commitment to strengthening financial accountability and governance. While the achievement reflects the hard work of the municipal leadership and administration, AG further urged council structures to ensure oversight in addressing historical financial management challenges.
Commending the improvement, Executive Mayor Anele Ntsangani said.
“The qualified opinion should be a place that resembles a cold room for us. We must not get comfortable but work hard to exit to a clean audit" – he said.
Reiterating the municipality’s determination to build on this momentum, Cllr Ntsangani, presenting his reports, introduced the draft audit report action plan to outline the steps the institution will take to address findings and recommendations from an audit report. Other reports presented were the mid-term performance report, the Section 52(d) report, and other items for council’s consideration.
